Mary Jo Frazier, the former head of Boulder City&rsquo animal shelter, was handcuffed and taken to jail Tuesday after she appeared in court to face animal cruelty charges.Pet owners have demanded Frazier be held accountable in the deaths of their animals.The case dates to April when a Boulder City detective investigated Frazier, records show.
